ODBII in "Inside" fuse panel

Anyone know what ODBII stands for? I found this in the 2000 Excursion manual. It is fuse #3 along with the "Cigar" fuse. My cigarette lighter is not working!! I found a blown fuse. replaced it. Still doesn't work. Not that I smoke, I just would like it working for my cell and all...........

You got the correct fuse?

I think I found it!! It stands for ON BOARD DIAGNOSTICS. It is the "plug" located on the dash below the steering wheel. I still don't know why my cigarette lighter is not working..??

Yeah I got the correct one. It is a 20A fuse it states this on the panel. Also is the one I took out......
