Being I'm going to be digging into the hubs I figure this would be the time to swap over to manual locking hubs. Will / would swapping to manual hubs resolve or minimize the steering 'lock-up' that occurs when in 4hi, braking, and turning? It would seem possible that by removing the hubs from the vacuum that the steering/braking systems would not be starved when all three systems (4hi, braking, steering) are employed? Or am I on crack?

I didn't make my issue clear. My X has on various occasion basically lost power steering while turning and applying the brakes while in 4hi. I raised the issue with the dealer and with Detroit. The official word was 'working as designed'. the dealer shop foreman noted that this occurs occasionally when all three systems are in use at the same time and creates a loss in vacuum that results in the pwr. steering cutting out. So my thought is that if I remove the auto-hubs from the equation would it get get resolved.

I've found that steering can be abit tough/resistant at times when in 4x4 if I hit a patch of dry road surface but if I stay on snow pack/ice it'll turn fine.
Going to manual hubs like WARN's will take the vacuum leads to the auto hubs out of the equasion for sure and eliminate any future probs with vacuum leaks on that end.
The only components I know that run off vacuum on the 7.3L is the heat/AC system and the front 4x4 hubs(not sure on transfer case) which is connected to a stand alone vacuum pump powered by 12v power.
What you're getting at might help if faced with the situation in the near future.
I'm definitely open for further discussion

Here's what I have come up with based on varous inputs. As you noted there is no common use of vacuum by the three components (p.steering/brakes/hubs). The hubs vacuum is isolated and dedicated to the hubs.
The brakes and p.steering do share a common system aka hydro-boost. When both functions are employed at the same time (and more so when turning a tighter radious) the brakes are provided a greater amount of 'boost' which basically starves the p.steering. Based on a number of responses the issue occures in 2wd and 4x. I had made the assumption that the issues only occured in 4x because I have never experienced it 2wd. Having been provided a less than full and/or accurate diagnoses from a shop only help to create a bit more confusion and frustration for me.
I found a post of mine from '03 on the list about this when it first occured. I raised it to the Detroit Customer Care Center - got a tracking number, bla bla bla. In the end they said it was as designed. Now even more than then I have to question the purpose of the design. What purpose could there be for cutting power steering? If there's no purpose (valid) then it has to be either an unexpected result or error. We know neither of these will ever be validated / proved
In the end i guess it is what it is, but at least I have a clearer understanding. FOr now I have to deal with the other two issues one of which is more than likely going to be either the hub/bearing or spindle support bearing. I guess it's time for me to hit up Helms and go from there. I was hoping that I could at least have the shop service the Exc. and 150 has I like to spend my time with my hobby vehicles and not on the others.

Hmmm,
thought you were talking about the binding experienced when turning on less than slippery surfaces while in 4x4.... but....
Not defending anyone here....
and given that I've never experienced this....
this may be worth LESS than my usual $.000002
But understand why braking would be the last thing to lose power assist....
could you imagine the law suits if Ford "turned it off" in these cases ?
And steering can still be done without power assist (harder, but still somewhat can be done )
Maybe a vacuum leak is to be blamed ? but would THINK the ford shop could find it...
tried another dealer ? That's my first fix usually !!!!
