I have a 01' crown vic p71 with no interior lights and the back windows do not work. Does anyone know how to reactivate them?

Check and make sure that the fuses are in the fuse panel under the left side dash. If they are, check and make sure that they have power to them with a test light.
If they don't have power to them then check both of the power boxes in the glove box and if not, then go under the hood and check the power supply boxes on the right front wheel well. And if that does not have power then they either need new relays or fuses, or to be re-connected to the battery.
Remember to check the fuses at each stage of your checking the power at each point in your search, and make sure that the fuses are good.

Do you know which fuse it is for the windows? I don't have a diagram. Do you think the light issue could be the "dark mode" setting?

If you go to WWW.FORD.COM, you can find the fuse locations and sizes in their owners manual section. An entire owners manual can be viewed at that location also. They also have a section listed for CVPI vehicles that gives wire and fuse locations.
Just click on the owners manual and go to the appropriate section for the fuses, and then the same for the police duty wiring.
There is also a site for CROWN INDUSTRIES that handles a lot of the equipment put on the CVPI vehicles.
