Hello there glad to finally be a member here. I have a 1996 White Crown vic base its pretty nice well it was before i rear ended a hummer. The left front fender is done along with the header, grille, and left turn signal and headlight. I was wondering if i could i convert the front end to the 1998+ front end fairly easily. I was just wondering thanks for the input ahead of time

Yes you can, fenders are the same 1992+ so you have plenty to choose from.
You'll need the "new" bumper, header panel and hood.
