If you have the heads and intake for a PI, you can put them on a pre-1998 engine. BUT...the big BUT, you will increase compression to some serious levels where you will need 92 octane. You normally need the gaskets etc for the PI for them to work on the block.
There was an article, and I can't remember where. It may have been at www.allfordmustangs.com, www.crownvic.us, www.crownvic.net, or www.forums.modulardepot.com where someone had gone through the rebuild, listing all the needed parts for it to work. If you do not change your pistons, the compression ratio goes up due to the smaller combustion chamber. One way to reduce the compression ratio is to grind down the "bump" near the intake and spark plug. But you better know what your doing to do this.
Search around on the different forums about putting PI heads on older modulars.
