My '95 Crown Vic has a coolant leak somewhere at the top of the engine. I've heard there is a return line under the intake that might be the cause.Anyone had a similar experience?

Ford even had a warranty extension for CVPI with this problem. The tube under the intake manifold (and sometimes the intake itself) would crack and leak. This requires the intake to be removed and/or replaced. There are several write-ups online showing how to do this. (Be sure to also check the Mustang forums for this.)

Look at the valley under the intake manifold. If its wet, you might as well get ready to do some work.

External leak could be fairly consistent and easy to locate. Its possible that you have cracked head or something that causes the engine to consume coolant. Do you know what is coolant overflow tank? It seems I had a blown head gasket/cracked head leaking
