Completly new to car mods. need help

K so I have a police interceptor, and I need it to be loud, and deep toned, so I have 2 options-Illegality aside, I could cut the cats (what my friend/mechanic suggested) or get flomaster mufflers (im thinking super 44). Cutting the cats seems like the more attractive option as from what I gather just changing mufflers has mixed results. Apart from that, the \\"inlet\\" on the mufflers I\\'m looking at are 2.5 inch and the stock piping on my car is 2 inch, so will I lose power by putting them on? If using these mufflers will get me the sound I want without sacrificing power I will go for them, otherwise I think I will cut the cats but I need some advice. Getting mustang exhaust and then getting custom tubing is not an option as I do not want to spend more than 3 or 4 hundred dollars on exhaust as I have already set aside some money for other mods. Also other suggestions are welcome. What are cons of cutting cats other than its illegal?(like will everyone in the car die from fumes?)

You can go to shorty headers, hi-flo cats, and 2 1/2 inch(63 mm) pipes and mufflers. You will stay legal and still be loud. Check out YouTube for lots of videos on CVs with muffler mods. However, the 2 1/2 inch pipes will almost require you to get a computer scan for the MORE free flowing exhaust. IMHO SCT is the best.

thats exactly what I don't want to do :p Its too much when I can get the same thing out of deleting the cats. I do not want to redo the piping, or change the headers, if I can put the 2.5 inch mufflers on it and get the same sound and not lose performance in the taper from 2.0 to 2.5 ill slap the mufflers on and change the tips. If removing cats wont do any harm then I'll do that. My budget is 3-400 dollars
