on youtube i saw a 97crown vic with a 98 front...the guy says he did not have to change the fenders but of course everything else....but looking at the car in its original state the car is solid tan...after the 98 front (before the paint job) the fenders are white just like the hood, before the paint job. can i do this without changing the fenders |

You could do a Google search for swapping 98 CV front end to 97 CV and read those results.
Also go to www.crownvic.net and read through there. Several guys have done it before WITHOUT having to change the fenders.
I can't remember where exactly, but some guy did a great write-up with photos where he replaced a 97 CVPI with the front end from a 98 GM. There were only a few minor modifications he had to do (something about minor cutting of a brace for the bumper to fit properly, and bending a couple of brackets)
I have seen one locally who did that to his 96 CPVI. When I spoke to the guy, he said it wasn't that expensive (he raided a junk yard) but it could feel a difference in the weight. The hood and bumper assembly on the +98s weigh more than the -97s.
