1996 Lincoln Town Car - How Do I Take Out A Screw

I do not know what tool is needed to take off the following screw or how to take off the screw. I tested out a salvage yard by using torx and all I did was strip the screw. I can’t strip these screws. Please offer directions of which tool I need or how to take them off. Pictures of the link below, they are in photobucket: First view of the screw. It may be a plastic rivet(like used to hold the plate holder to the front bumper cover) and you just have to cut/drill it out.
