85 F150 battery drain, stops when I disconnect ECC

I have a slow battery drain. Not enough to light a test lamp, but enough to light a test LED light and show a drain on a DVOM, in the milliamps. It stays on when pulling fuses, goes OFF when I disconnect the red fusible link. Tracing on that circuit, it goes OFF when I unplug the big connector on the ECC. Stays on with pulling the ECC and Fuel pump relay. Only OFF when I disconnect the ECC, regardless if black ground is pulled at - battery terminal. Is this normal? Could it be an internal problem with ECC. I'd hate to fork over cash if this wasn't a problem.
