can I just bolt on a rack from a 2000 crown vic on my 99 crown that did not come with rack?

Anything is possible. Look at look how the 2000 front end is made compared to the 1999. You will probably have to do some welding to get it to work. Now steering geometry has changed and you must adjust for that as well.
