Rather than drilling holes in a replacement tailgate to keep the original pad in-place, UHMWPE or PTFE tape doesn't have enough friction to the rubber to be pushed. And it's nearly clear, so it can go over any color, including a tape stripe. Keeping the rubber bumper CLEAN, and applying silicone grease/spray or dry PTFE spray to the rubber will also keep it from pushing the pad.
