Used tire purchased from and installed by Tires and More for Less in NE Minneapolis on 03May2016, pic06. Upon returning my flat tire to the used tire store on 05May2016 and being taken on a tour through the shop by the owner, I saw a mechanic quickly take the flat tire off the rim and place it onto the floor. I stepped over and took photos. I clearly saw there was a fresh tar-like goo(?) around the entire bead on both sides of the tire, with some goo smeared onto the sidewall and rim. I'd never before seen a goo like this on a tire bead. I assume the tire shop uses it to help seal the tire, but they never responded to my questions about the goo.
